Strategic Master Plan

Every five years the department develops a new Strategic Parks and Recreation Master Plan, which is a comprehensive guide for the development, management, and investment in Brownsburg's park and recreational facilities.

The strategic master plan incorporates extensive community input gathered through public engagement events, stakeholder interviews, online surveys, and a statistically valid community survey.

2026-2030 Strategic Master Plan

The 2026-2030 version of the Strategic Parks and Recreation Master Plan addresses changes to the Brownsburg community since the last plan was adopted. Population growth, evolving recreation trends, development of new parks and  amenities, and the success of hundreds of events and programs have increased and modified the demand for parks and recreation services in the community. These changes have created the need for new strategies for managing the park and recreation system for the next five years and beyond.

Key priorities identified through this process include:

  • Park Safety: Implementing a system-wide approach to park security to ensure parks are safe, welcoming, and accessible for all users.
  • Sustainability: Protecting and managing natural resources through environmentally responsible and ecologically sensitive practices.
  • Accessibility: Enhancing access to parks, facilities, and amenities so they are inclusive and welcoming to residents of all abilities.
  • Infrastructure: Improving existing facilities and adding new amenities to meet current and future community needs.
  • Maintenance: Streamlining maintenance operations to ensure parks remain clean, functional, and well cared for.
  • Funding: Identifying sustainable funding strategies to address the long-term fiscal needs of park operations, maintenance, and improvements.
  • Public Engagement: Expanding programming and engagement opportunities that align with community interests and support resident health and well-being.
