Major Andrew Watts has been appointed Assistant Chief of Police, and Captain Jennifer Barrett has been promoted to Major – Chief of Support Services. Both leaders bring extensive experience to their new roles and will assume additional responsibilities as part of their appointments. Assistant Chief Andrew Watts has served with the Brownsburg Police Department since 2005 and has held a wide range of positions throughout his career. He began as a Road Officer and expanded his expertise through roles including Emergency Response Team member, ERT Commander, Master Instructor, Training Coordinator, and Chief of Support Services. Assistant Chief Watts has also served on the Chief’s Executive Board for several years, providing valuable insight and support in the administration and operations of the department.
Major Jennifer Barrett celebrated twenty‑five years of dedicated service with the Brownsburg Police Department in September 2025. She began her career as a Road Officer in 2000 and advanced to the role of Detective in 2006. Throughout her investigative career, she has taken on numerous additional responsibilities both within the department and in collaboration with outside agencies.
Before her recent appointment, Major Barrett served as the Investigations Commander and as an Instructor, and she continues to act as the department’s Public Information Officer. In 2024, Major Barrett was appointed by the Governor to sit on the Indiana Child Fatality Review Board and continues to serve on the board. Major Barrett is a TFO (Task Force Officer) with the FBI VCACHT (Violent Crime Against Children and Human Trafficking) Squad. She is also on the Board for the Indiana State SART (Sexual Assault Response Team).

The Top Gun Award is presented to the officer achieving the highest overall score in the department wide firearms competition, which evaluates both speed and accuracy. This recognition reflects Sgt. Fults’ skill, consistency, and proficiency in firearms performance.
She has expanded and strengthened both roles, enhancing their impact while maintaining exceptional organization and effectiveness. Kim is an invaluable asset to the Investigations Unit, and her long standing dedication is deeply appreciated.
His dedication to protecting vulnerable individuals, combined with his attention to detail and perseverance in the pursuit of justice, brings great credit to him, the Investigations Unit, and the Brownsburg Police Department as a whole.
He is particularly recognized for his commitment to OWI enforcement, making it a priority during every shift. Over the course of his five‑year career, Officer Molina has made more than one hundred OWI arrests. In both 2023 and 2024, he was honored as a Traffic Safety All‑Pro by the Indiana Criminal Justice Institute.
